The zip code for Washington DC MD is indicating that it is an invalid zip code but it is what is showing on the 1099R form.

You can verify the zip code using the USPS look up tool. Just enter the city and state listed on your form and change the zip code in TurboTax to what the USPS says.  Click here to do that.

The IRS validates the tax ID numbers and names on Form 1099-R, but does not even look at the address and zip code, so it doesn't matter if the zip codes varies from what is printed on your 1099-R.

This is a true statement ... use any city/state/zip that will work and don't stress on it any further ... use your own address info if you like since it doesn't make any difference.
