You will not enter this anywhere because you did not receive a distribution. You do not need to inform the IRS of this since they are aware. If you tried to enter information into the return but can't make it past the review stage, go back to where you entered the information and delete it.
I took two distributions and waived two. I entered the two I took as income and said they were NOT RMDs, also checked the box that said I was not required to take a RMD in 2020. I didn't enter any info about the two I didn't take yet the Review showed the dollar amount of the two I didn't take and said I need a waiver for this amount even though I didn't enter anything into Turbotax--so there's nothing for me to delete or retype in and now I'm stuck at Review!
It sounds like you have a couple of 1099-R forms carried over from the previous year in error. You can delete those forms by following these steps in the online version of TurboTax:
Find the 1099-R forms that are not needed in the list and delete the forms.
