So I have a 1099R I took my 401k out early. so its asking if I took out this money due to a qualified disaster and COVID is the reason so would that be considered one

Yes, COVID was a Qualified 2020 Disaster Distribution 

When did you take the distribution? The Covid pandemic is no longer considered a qualified disaster for withdrawal of 401K funds.  The disaster designation expired on July 25, 2021.  You would have to withdraw your funds before this date to qualify.
