Should I only list my income as additional income with no 1099 forms if I am a freelancer but I did not do enough work for American companies to get 1099 forms?

Yes, if you have income that was not reported on a Form 1099 for self-employment work (i.e. freelancer), then you will report this under the additional income heading in TurboTax.  See screenshot below.
