No. You would not use your 2022 form to file a 2023 return. If you did not file your 2022 1099-NEC, then you would need to file your 2022 tax return using TurboTax 2022, which you would have to either purchase or download. You cannot use the 2023 version to file a 2022 return.
If you received a 1099-NEC for more than $400 you would need to file the return.
If you did file a 2022 return but you didn't include the 1099-NEC then you would need to Amend Your Return.
