Retirement Recharacterization of rollover to Roth IRA.

I read that IRS discontinued the  recharacterization of Roth to Traditional IRA in 2018, but there may be alternatives for 2019. Can someone point me in the right direction for more research?

The Tax Cuts and Jobs Act of 2017 did away with recharacterizations of Roth conversions, but recharacterizations of new IRA contributions for the year are still permitted.
