Retirement from Maryland but live in Virginia

I Retired from Maryland but stopped taxes being taken out because I relocated to Virginia. But didn't have Virginia take taxes taken out either. I did the federal and it's saying I owe for Maryland because of my retirement 1099 R but I thought I didn't have to pay because of my age. please explain.

You only report/pay taxes on retirement income in your resident state,  With a few exceptions, if a source of income is taxable at the federal level, it’s taxable to Virginia as well. This includes most sources of retirement income, including:

  • Pensions
  • 401(k), 403(b), and similar investments
  • Tier 2 Railroad Retirement
  • Traditional IRAs

So, I owe to Virginia but for Federal, but I thought I don't have to pay because of my age.
