Retired military received 1099R. TurboTax wants RMD info because I am over 70 1/2. I have another 1099R showing my RMD. How can I get TT to show I got 100% of my retir

Should I enter the IRA 1099R first?

It is not necessary to enter your 1099-R in any particular order.  Once your military 1099-R is entered, you may simply select YES to the RMD question (Was this withdrawal RMD and all of this was RMD).  You will also be asked if the amount reported is paid periodically in equal amounts.  By selecting YES the RMD requirements are met and you may continue with the tax preparation. All retirement accounts, even pensions and annuities, must meet the RMD requirements.  However, the way the pension plans meet the RMD requirements is by creating an annuity paid periodically. Once you answer the questions as above, you met the requirements, nothing additional is needed.

Your other 1099-R showing "real" RMD is entered as usual.
