I have to fill out the form D-4A Certificate of Nonresidence in DC, because DC is taking some of my money for its taxes. I have never live in DC, I live in VA, but currently I am working in DC. My question is What do I have to put in the question that say, "Temporary DC address" in that form if I have never live in DC.
I can not leave in blank. I can not send the online form if i dont write anything

And why are you not printing it off and giving it to your employer as the instructions indicate ?
And DC is not taking your money ... your idiot employer is withholding incorrectly ... talk to them when you hand in this form.
It depends. Since you do not have a temporary DC address, leave that question blank. If the program gives you an error message, use your work address as a temporary address so you can move on and complete your return.
