One of my retirement accounts made an error & deducted CA State taxes. Should I file a non-resident return? Is there someone I should contact?

You should certainly contact the pension administrator to report the error, but I doubt they will do anything about it.

The problem is that they have already sent your money to California.

California won't give your money back unless you file a non-resident return showing that you don't owe the money.

Unfortunately, this is true of every state - all you can do is file a non-resident return to get your money back.
