On the W-2 sent by my employer Box 19 and Box 20 are filled in differently on Federal, State, and Local copies. I am unsure which values to fill in while filing.
The difference between all them is that for Box 19 the listed amount is higher on my Federal copy than what's listed on my Local Copy, and for Box 20 the Locality name is TOTAL CITY on Federal Copy and the 6digit number on the Local Copy

You would need to contact your employer to get corrected copies. The numbers on all copies should be the same in each box. Meaning box 19 should have the same numbers on all copies.
