On Oregon OR-40, how do I get to Federal Pension Summary? I put Oregon in the federal form when I entered the 1099-R.

OR excludes military retirement pay for service before Oct 1991.  

On the federal 1099-R entry:  answer the questions indicating  Federal Government Retirement and non-qualified plan distribution. 

On the state: 

1. Go through to a page entitled "Here's income that OR handles differently".  
2. One of the categories will be the IRA and Pension Distributions. 
3. Edit  
4. Check the box that reads "I received federal pension for service before Oct 1991..." 
5. Continue
6. See your federal pension, select Edit
7. Enter the start and stop dates for your federal service in that interview.
