On my 1099-R from my Military retired pay their is no box 11- 1st year of designated Roth contribution but on turbotax its asking for a year

You are correct a military retirement 1099-R will not have an entry in box 11, which is for Roth distributions.  Typically, TurboTax will ask for a box 11 entry if an entry has been inadvertently made (stray space or zero for example) in box 5 and/or 10.  Edit your 1099-R entries and clear out boxes 5 and 10 (backspace/delete as needed).  The boxes need to be blank (no entry) not even zero.
