On my 1099-B from Morgan Stanley, the "Cost or Other Basis" (Box 1e) shows "NOT ON FILE." What do I enter into TurboTax where it asks for a number in this field?
This box in TurboTax is highlighted red and specifically asks for a number. I can't enter "NOT ON FILE." I can't leave it blank and proceed.

You are correct that you can't enter 'Not on File' as a Cost Basis. If you can't get a Cost Basis, you can enter $0, however.
