My wife is clergy and all we got is a W2 that just shows income and housing allowance should we have a 1099?

It depends.  If your wife receives additional income that is not included in her salary/wages that is considered self-employment income for weddings, funerals etc, she may also receive a Form 1099-NEC. She may not.
