My W-2 has an X in box 13, Retirement Plan. I am not enrolled in our 401K. does this mean that I was eligible for the 401K? Can I still get an IRA?

Yes. That means you were eligible to participate in a retirement plan. You can make a deductible contribution if your income is within the limits found here:
