My return is being held up because a zip code on a 1099R is not acceptable to PA for the state return. I've checked it several times and it is correct from the 1099R and Googlemaps

This typically occurs when the incorrect state abbreviation is accidentally clicked in the interview questions. Go back to Federal Taxes > Wages & Income > 1099-R and confirm that the two letter state abbreviation is correct.
