My only income is social security benefits as reported on SSA1099 totaling less than 23K. Do I have to file taxes? Also what about Arizona state

If Social Security income is the only income you earned in 2016, it is not taxable or reportable, and you need not file a tax return.

Arizona only taxes Social Security income if you have other sources of income.
