My mother is 88 years old. She made $4800 in interest for the year and $12,000 from Social Security. No other income. Does she need to file?

yes. The only reason she files is to "PROVE" she doesn't have to pay any taxes. Since she does have taxable income with that SS income, the only way she can prove it's not taxable, is to file it.
