My husband paid 36350.00 into his 457(b) account as a catch-up contribution. Turbo tax is not letting me e-file. It claims over the allowable contribution. What next?

My husband is 67 and according to the IRS he can contribute up to $37,000 for 2018 as a catch-up contribution.  His payroll department at his job also checked to determine the correct amount. But turbo tax will not let me e-file saying the contribution is over the $24,000 limit.  Do I need to mail the return in instead of e-filing it?
