for my first RMD (for 2021). So Invesco probably considered it as being for 2022.Yes it will be a 2022 1099R. And don't forget to your 2022 by Dec 31 also. So you need to take 2 RMD in 2022. They will probably be on the same 1099R. You don't enter it on 2021 return.
Yes, I understand that. It was my intention to take two RMD's this year. My situation requires me to submit Form 5329 to request a waiver of the late penalty. Can I do that with TT Online so that I can e-file? Or must I file a paper return to include Form 5329?

The problem in TurboTax Online has not been fixed. If you do not have any Form 1099-R for 2021, there is no way to include Form 5329 in TurboTax Online. The only way to do it is in forms mode in the CD/Download TurboTax software.
You can switch your tax return to the CD/Download software without losing anything that you have already entered. You will still be able to e-file.
How do I switch from TurboTax Online to TurboTax CD/Download?
Once you have your tax return open in the CD/Download software, switch to forms mode. Then click the Open Form icon at the top left, and open Form 5329. (There are two copies of Form 5329. Form 5329-T is for the taxpayer, and 5329-S is for the spouse on a joint return.) You only have to fill out Part IX, which is the last section all the way at the end of the form. On line 52 enter the RMD amount that you should have taken in 2021 (or by April 1, 2022). Enter zero on line 53. Between lines 53 and 54 there is a box where you can enter the amount you are requesting a waiver for, which would be the same amount that you entered on line 52. TurboTax will make the necessary entries on lines 54 and 55. Then click the Explain button to open the Explanation Statement form and enter your explanation. In your explanation statement, briefly state the reason you did not take the RMD, to show that it was "due to reasonable error," and state that you have rectified the error by taking the distribution in early 2022.
The Form 5329 and the explanation statement will be included in your tax return. TurboTax will include Schedule 2 in your tax return, with zero on line 8.
I’m planning to file by mail (rather than e-file) and attach Form 5329 (since I didn’t get a 1099-R from Invesco, and TT Online can’t handle Form 5329 under those circumstances). Must I make the 50% tax payment at this time, or can I just submit my return with the Form 5329 and wait for their decision on the waiver request?

You do not pay the 50% penalty with the filing of Form 5329 requesting a waiver of this penalty. The IRS is no history of denying the waiver under these circumstances.
Yes, thank you. Upon closer reading of the Form 5329 instructions, I see that you are to subtract the "RC" amount entered next to line 54 from the total (line 52), which yields 0 and therefore 0 tax (for now).

TurboTax will do all of that for you automatically. You do not enter anything on lines 54 and 55 yourself. TurboTax will do it for you. Just follow the detailed instructions that I posted earlier above.
