My employer contributes to a 401k on my behalf. Is this considered a contribution to the Maine State Retirement System?

Probably not. The Maine State Retirement System is for state public employees. This retirement plan is a 401(a) plan. Most 401(k) plans are by private employers.

If you meant "401(a)" instead of the usual "401(k)", then go ahead and contact your HR department and confirm that this plan is part of the Maine State Retirement System.
