My 1099R is filled correctly by turbotax says box 12a is larger than the gross distribution. How do I correct it?

Look carefully at your data entry for both boxes 1 and 12a.  A comma and a decimal point can look similar on a computer.
Or delete the cents, and round each entry to the nearer dollar. Do not type in any commas.

FYI - I found the problem  My fed tax withheld was equal to my gross dist. (in error) Thank you
