Boxes 14 to 16 on your form 1099-R report state tax withheld, the state payee number and state distribution. If you have any entry in box 14 or 15 you may need to enter a distribution amount in box 16 as those boxes refer to that. The state distribution would normally be the same as the Gross distribution in box 1, so you may need to enter that amount there. I suggest you do that and see if it clears your error. If the income belongs to your state, then you can leave the entry there.
