My 1099 R form does not have my 14 characters state number? what do i do

box 15 shows my state UT but my 1099R statement doesn't show the 14 character state number and it wont let me continue?  no state taxes were withheld!

Delete the entry for Box 15 since no state taxes were withheld. Make sure that there are no entries in Boxes 14,
