That doesn't sound like a 1099G. 1099G box 1 is for unemployment
But to enter the interest, enter it separately like a 1099 INT and put the amount in box 1.

Interest on 1099-INT - Click the Start or Update button

Fascinating 1099-G form...appears to be non-standard to me.
Utah may have made that one up to fit their purposes.
