My 1098-t is higher than my 1099-q but turbotax is adding income to my 1040

If you enter the 1098-T first, the software will calculate an education credit and entries for the 1099-Q will then be calculated as income.

Please enter the 1099-Q first, next the education expenses, including the 1098-T.
