If you paid him over $2,000 you will still need to send the 1099 if you plan to deduct this expense. You can send it to the last known contact address you have and the IRS.
Be aware, the 1099's are supposed to be issued by January 31st. So in future years, if you pay someone more than $600 be sure to issue the 1099's prior to the deadline.
