Is unemployment taxed when income is less than 10K for a retired person

My parents are retired and live off of Social Security only.  They received unemployment in 2018, less than 10K.  Is it taxable?

Unfortunately, yes, unemployment is taxable for the federal return.

As for their state tax return, it depends on where they live.
