Yes, RMDs for 2020 were waived by the CAREs Act, so no RMDs were required to have been taken for 2020 and no distribution taken in 2020 was an RMD.  Since no RMD was required for 2020, you can tell TurboTax that you received all of your RMD for 2020 (which was $0).

TT will not let me e-file my New York State return because it wants me to enter State Tax Withheld on a RMD from my IRA in 2020, which I did not take/receive. How do I get around this? I think its a TT software error.

Thank you for your help. MacD

The program needs to know how much was RMD. For 2020 the correct answer is none since RMD is not required in 2020.

There are people using overcontributions to 2019 that are answering the question differently so the question is needed there.

Sorry about the confusion!
