Is my GM Pension 1099 R considered a RMD ?

Yes, your GM pension plan along with other retirement accounts are subject to Required Minimum Distribution IRS set by the IRS.

The distributions you receive after 70 1/2 count towards your RMD.  The answer to the RMD question for you can be answered yes if you are over 70 1/2 years young.

The RMD is a minimum amount required distribution.  You GM Pension distribution is probably for more than required so it satisfies the requirement.

For two consecutive tax years--2017 & 2018--I have called Fidelity Investments on behalf of relatives to inquire whether their GM Hourly Pension Plans are RMDs. Each year, Fidelity has informed us that their GM Hourly Pension Plans are not--I repeat, not--RMDs. Whether this is true of all or other GM pension plans, I cannot say.
