Is a SEP IRA considered a Traditional IRA in regards to determining the taxable amount of a Backdoor Roth IRA Contribution?

I have a Traditional IRA that I keep at zero balance until I fund it specifically to convert to ROTH IRA and would like to know if my SEP IRA will count against that in determining the taxable amount of the conversion.

Reason being that a SEP IRA is nothing but a traditional IRA that has been designated to receive SEP contributions.  It *is* a traditional IRA.
