Is a Form W-2 Wage and Tax Statement a nonstandard W-2?

Transcript from the IRS, rather than the W2 from employer.

No, Form W-2 Wage and Tax Statement is a regular W-2.  A transcript from the IRS is something you request that has information from your account. See: What is an IRS Tax Transcript and How Do I Request One?
