In TurboTax, when it asks if you've made a ROTH IRA "contribution" does that include money converted from a traditional IRA into the ROTH IRA?

No.  Only brand new contributions with new outside money.  Not rollovers or conversions.  Only enter it from the 1099R, nowhere else.
