In imported 1099-R, Why I am getting State tax shouldn't be greater than gross distribution?

After automatically importing my 1099-R from my brokerage, I was prompted with a "needs review" message. I clicked on the review and went through each page. However, on the State Info page, I encountered an error stating: “State tax shouldn’t be greater than the gross distribution.” There doesn’t seem to be a way to correct this, and I’ve confirmed the 1099-R details are accurate. Now, I’m unsure how to proceed.

If box 14 has an amount and box 16 is blank put in the amount from box 2a in box 16.  If 2a is blank then put in the amount from box 1.

 

Or if you imported it may have imported wrong.  Delete it and enter it again Manually.  That usually fixes it.
