In 2022, the employer withheld $9,000 in health insurance costs and did not pay Social Security taxes. I want to pay this social security tax back, how do I do it?

Can you clarify whether the $9,000 withholding includes the social security taxes? Pre-tax health insurance is not subject to federal/state tax withholding or social security tax.
