In 2018 return, where do I report next third of 2017 retirement plan distribution due to hurricane harvey? I don't have a 2018 1099r since the distribution was in 2017.

This is entered in the retirement income section.  Select Wages & Income, then in the section titled "retirement plans and Social Security," select start (or revisit) next to "IRA, 401(k), Pension Plan Withdrawals (1099-R)."  The first screen is titled "Your 1099-R" - select no.  Then the program will ask about 2016 disaster withdrawals (say no), then it will ask about 2017 disaster withdrawals.  Say yes to the question that asks if you took a 2017 disaster distribution in 2017 and you'll be able to enter the information.  Hope this helps.
