If my 1099-NEC job was to make required purchases so that I could evaluate the shopping experience. I was reimbursed but they added as income on my 1099-NEC can I deduct

I made $215 in wages the rest were items

Yes, you can deduct all expenses required for making the purchases. If some of that income was earned as a service fee or compensation other than purchases, then that money is taxable.

 

If the 1099-NEC is strictly purchases, then you can expense them against the income.
