If I use an IRA distribution to fund a construction project in my Schedule C business, should I add it to my business income? Would it be taxed twice were I to do so?

No, do not add it to the income of your Schedule C business. This is a "Capital Investment" that will be accounted for on the company balance sheet and not included in the company income.
