If I took an ira distribution in CT then later moved to NC is that taxable income in NC as well as CT?

the 1099-R only has CT on it. When I do my NC state returns are these funds considered taxable income in NC?

Retirement income is only taxed at the state level in your state of residence when you received it.  In your case, Connecticut is correct but you do not have to include as North Carolina state source income.
