If i receive my spouse's pension (WA State government) due to his passing, can that be taxed in Michigan state?

Yes, if you were a resident of Michigan when you received the pension payment some or all of it may be subject to Michigan taxes.  Michigan does exempt some retirement payments in full and others partially.  The amount if any that is taxable is determined by various factors including the type of pension.
