If I get a second pension monthly and received a 1099R 2024. Is that what’s considered a “periodic payment “? “ regular payment from retirement account? Thanks

Yes, a periodic payment is one that you receive on a regular basis such as monthly.  This would be different from a one-time lump-sum payment.
