If I don't include form 1099 my federal refund goes up, if I include it it goes down, do I have to include it? I obviously want more federal refund.

You must include all of your income, no matter what it does to your refund. If you do not include income that you know that you have, then you are filing a false tax return and that is a Federal Felony.
