If i contributed to a trad ira in feb 2018 for tax year 2017 and reported it on 2017 taxes - do i need to report it as a contribution for 2018?

No, the contribution made in February 2018 has been reported on your 2017 tax return and must not be reported again on your 2018 tax return.
