if 1099R telling me box 14 a for electronic filing NYS withholdings can not be greater than or equal to gross distribution or state distribution and wont let me efile

If you have state taxes withheld in box 14 of the Form 1099-R then enter the amount from box 1 in box 16 so that you can e-file your tax return.
