No if you only get Social Security it is not taxable and you don't have to file a return. Unless you are married and file a Joint return or your spouse files a separate return.

The state of Texas does not have a personal income tax so there is no state tax return to file.
If the Social Security benefits are the Only income to be reported on the tax return, then there is no reason or need to file a tax return.
