I was wondering if the certified copy of my spouse's passport for her W-7 form needed to be certified by any particular type of professional.

Yes, if you don't want to mail in the passport to the IRS, you could go to a Taxpayer Assistance Center (TAC) location where in-person document reviews are  provided.
