I want to claim my unemployed fiance on my taxes but he owes the irs money, will they take from my taxes because of it? Will it effect my taxes at all??

No, you are not liable for his debts just because you claim him as a dependent. Were you married filing jointly, then yes, they would likely take it.

Did he have any 2017 income of any type?

And your a tax "expert" correct? I called h and r block and they said not to claim him because they could take it.

Yes. It is not his tax return, it is yours. If you were married as above, it would be HIS tax return too.
