I've always owed about $400 in VA state taxes on retirement income. This year it is zero. Nothing has changed significantly from previous years. What to do?

Doing my mother's taxes.  Nothing has changed significantly on her retirement income.  She usually gets about $3k in federal back and pays about $400 in VA state taxes.  This year the state taxes keep coming up $0.00.  Can't figure out the problem.

You have to make a line by line comparison with a prior return.
