I turn 70.5 on Dec. 7, 2019. When can I make a Qualified Charitable Deduction from my traditional IRA: any time this year or only after Dec.7?

Only after December 6th, 2019 as you have no RMD until then.

If you make any distribution in 2019 before December 7, it will part of your RMD but won't be a QCD even if you have it sent to a charity.  So if you want your IRA RMD for 2019 to be entirely satisfied by a QCD, you'll have to make sure that the distribution is made after December 6, 2019 and is received by the charity before the end of 2019.
